I was wondering if Mesh to Terrain would work with meshes using Uint32 index format. Thanks.

Unfortunately no.
The problem here is not Mesh to Terrain, but the Unity Editor.
Using Physics.Raycast (which MTT uses internally) on a 32-bit mesh can freeze or crash the Unity Editor.
