I was wondering if this package was configurable to utilize Google Maps's Andriod api or if it just renders a static URL call?

Hello.
Use Google Maps Android API in Unity is impossible.
Online Maps is not a client for Google Maps.
Online Maps can use Google Maps tiles and some web services (places api, directions api, etc.).
But this is optional. You choose the provider and the services you want to use.
