OnlineMapsLocationService is a wrapper for Unity Location Service.
So you can use Input.location.IsEnabledByUser directly.

But using the map service this does not work.

I tried  :

OnlineMapsLocationService.instance.IsLocationServiceRunning ()

and

OnlineMapsLocationService.instance.isActiveAndEnabled
