Yes, you can implement it.
1. Use OnlineMapsMarkerBase.OnClick to process the click event.
2. Create your popup using uGUI or NGUI.
3. Subscribe to OnlineMaps.OnChangePosition and OnlineMaps.OnChangeZoom and update the position of your popup.
