You have incorrect (stretched) tile textures, and there is only one thing you can do - remove the incorrect tile textures and prepare the correct ones.
There are no ifs and maybes, and no workarounds.

Right now, I see two problems:

1. Reversed Y order of tiles.
If you are not using the ReverseTileY script I sent you, add it.
If you are already using the ReverseTileY script, remove it.

2. Stretched tiles horizontally.
