This is not a bug.
Dragging markers by CTRL is a different behavior that is not related to isDraggable.
In the new version, this behavior will be disabled by default, and there will be a setting if so that those who need it can enable it again.
If you want to have this change before release, send me an email (support@infinity-code.com) and I will send you a patch.
